We've been beta testing the new control panel in English for a couple months and we're getting ready to push it with the next release.  Jeff finished the L10n work with the last release so you all could have an entire push cycle to fit it in to your schedules instead of the normal few days.  Which brings us to the schedule: The next code freeze is scheduled for April 6th with a push on April 9th.  There will be a few additional strings here and there but what I've committed is, by far, the bulk of the changes this time around. The new developer control panel is much improved and it's exciting to be able to offer it to all our users.  Thanks for your help.  Let me know if you have any questions or concerns.
