This bug is the web localization side of bug #464927 (Add text to 2.0.0.19
"you've been updated" page for the turning off of safebrowsing)

Firefox 2.0.0.19 is the last version we will support for the 2.0 branch,
furthermore, the Phishing protection service it includes will soon be
discontinued.
